Job Description:


  • Maintains, updates, coordinates and evaluates the on-line employee training program.
  • Organizes and conducts the New Employee Orientation Program.
  • Conducts needs assessment surveys, using the resulting information as well as knowledge of professional and JCAHO requirements to determine staff educational needs and training priorities.
  • Designs tools and methods for needs analysis, teaching, and evaluation.
  • Identifies off the shelf training sources where possible.
  • Teaches classes, courses and in-services to staff on a variety of topics, or arranges with outside sources to teach specific classes, courses, or in-services to staff based on needs or request assessment surveys.
  • Develops, maintains, and utilizes records systems that document staff completion of "new employee" orientation, annual "mandatory" training requirements (both classroom and on-line sessions) and other items identified via needs assessment and individual development plans (IDPs).
  • Provides a monthly schedule of mandatory clinical training and sends reminders to the staff concerning requirements of who needs to attend training.
  • Prepares reports regarding educational programs, employee "mandatory" training and other training related information to and in preparation for JCAHO surveys.
  • Implements and coordinates readiness education and training programs for personnel.
  • Prepares educational directives, standing operating procedures, and programs of instruction as required.
  • Ensures procurement of education supplies or equipment with attention to the need for cost containment.
  • Coordinates in-service programs to ensure that employees attending conferences funded by the organization share the information they learn with their colleagues through appropriate means.
  • Prepares quarterly educational report and submits to CEO and Leadership Team.
  • The program includes, but is not limited to orientation, initial and ongoing competency assessment, on-the-job training, point-of-care testing, Basic Life Support (BLS), Advanced Life Support (ACLS), Pediatric Advanced Life Support (PALS), Neonatal Resuscitation Program (NRP), continuing education programs (for CME/CEU credits), and other in-services.
  • Ensures that all contract volunteer, or temporary personnel are given initial competency assessment and receive orientation with updates as necessary.
  • Continually studies clinical operations to identify areas to improve care, meet client satisfaction, nursing mix and skill, technology needs, and insure safe efficient resource utilization.
  • Maintains various records and/or spreadsheets concerning certifications and licensure held by clinical and non-clinical staff.
  • Evaluates service provided to clients and collaborates with perspective clinical areas to implement changes for improvements to provide quality-nursing care.
  • Manages the Nurse Education training budget.
  • Maintains current knowledge of professional and paraprofessional job market.
  • Establishes a recruitment and retention program at service unit level and works with collaboratively with area and headquarters to fill vacancies with qualified individuals.
  • Assists with setting up interviews, site visits, and coordinates with Human Resources department to send out applications packets to potential employees.
  • Attends Area Nurse Education Meetings to obtain current data and trends.
  • Acts as support personnel during emergency or short staffing clinical areas.
  • Participates in training and evaluation for disaster/mass casualties.
  • Collaborates with supervisor and department heads on locating, scheduling, and recruiting student internships and preceptorships, etc.
  • Develops "job description" for students and volunteers.
  • Serves as student or volunteer liaison through orientation, intake processing and exiting.
  • Maintains communication with supervisors/assigned preceptors on a regular basis.
  • Assures that educational affiliation agreements with outside agencies are current.
  • Assists, supports, and/or instructs students/volunteers in various educational/learning experiences.
  • Networks with professional schools affiliated with the health centers.
  • Develops and coordinates volunteer program for service unit.
  • Coordinates and consults with appropriate professional organizations, colleges and universities about conducting and supporting medical, nursing, and other professional education and training programs to offer advanced degree and expanded function training on-site.
  • Assists Supervisors in the areas of recruitment and retention of their staff.
  • Participates in strategic planning and forecasting for service unit mission, goal achievement for Nursing services.

    A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
    Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
    For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, The District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
    MINIMUM QUALIFICATIONS:GS-11: In addition to the above requirements, applicants must meet one of the following requirements:
    • Successful completion of a PHD or equivalent doctoral degree from a professional nursing educational program or related medical science field; or
    • At least one full year of professional nursing experience (equivalent to the GS-9 grade level) and possession of a diploma, associate degree, bachelor's degree, or master's degree from a professional nursing educational program. Experience: The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing. Examples include: Utilizes existing and self-developed teaching tools and course material and class population and consults with other members of the education department team for their input into specialized training programs. Assesses learning and training needs of newly licensed nursing staff and contract/agency staff utilizing a variety of tools from which recommendations for in-service education, specialized training, individualized training, and new and improved training programs can be made. Collects and organizes data obtained from assessment methods. Teaches and/or directs and coordinates others to teach utilizing new or adapted approaches. Utilizes appropriate teaching methodology and leveling techniques to ensure course effectiveness and proper learner responses.
      Time In Grade
      Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
